How do I get JPEGs (or other image files) to open in WD/Outlook?

Go into Worldox and find a jpeg/image.  Then right click on it and select "Open With File"

It'll ask you what program you want to use and you can select "Windows Photo Viewer" and click “OK”.   Make sure the checkbox to always use the selected application is checked.
